Deduplicate GCC CRM accounts

Clean the account list once, then keep it clean on every new record.

The one-off cleanup

1. Export accounts with their names and domains.
2. Call name normalization on each name and store the match_key.
3. Group accounts by match_key and by domain.
4. Inside each group, call name matching on pairs and review everything scored likely_same or possible.
5. Merge only after a domain or registration check.

Keeping it clean

Call name normalization when a new account is created and compare its match key with existing accounts before saving. At 1 credit per call, a CRM of 10,000 accounts costs 10,000 credits to normalise once.
